The design of Liberty from Hermon Atkins MacNeil was selected in 1916 to replace the Barber Coinage quarter design that featured a bust of Liberty in right-profile relief. MacNeil’s design eventually required special legislation from Congress to allow him to make changes to the design after it was already in production because of the poor public reception for one facet of the design.

Standing Liberty is shown on the obverse of the 90% Silver Standing Liberty Quarters in this listing. The design depicts Liberty standing between a gap in a wall with an olive branch in her right hand and a shield in her left hand. She looks to the right on the coin, symbolic of heraldic east and raging conflict of World War I in Europe. Her shield helps guard against aggression.
The original design depicted Liberty wearing a robe with her bare chest exposed. Later redesigns of the image saw MacNeil add a chainmail breastplate to Liberty after public outcry over the design.
An American bald eagle is depicted in flight on the reverse of the 90% Silver Standing Liberty Quarters flying from left to right across the design element. The original design included 13 small stars clustered as six on one side of the design field and seven on the other. A later design used larger stars with five on each side and three in the center below the eagle.
